Abstract

This book suggests a new explanation for why international peace interventions often fail to reach their full potential. Based on several years of ethnographic research in conflict zones around the world, it demonstrates that everyday elements - such as the expatriates' social habits and usual approaches to understanding their areas of operation - strongly influence peacebuilding effectiveness. Individuals from all over the world and all walks of life share numerous practices, habits, and narratives when they serve as interveners in conflict zones. These common attitudes and actions enable foreign peacebuilders to function in the field, but they also result in unintended consequences that thwart international efforts. Certain expatriates follow alternative modes of thinking and acting, often with notable results, but they remain in the minority. Through an in-depth analysis of the interveners' everyday life and work, this book proposes innovative ways to better help host populations build a sustainable peace.

Abstract

The essays in this book study responses to 'the African predicament'. They draw on a diversity of sources, including prominent writers such as Soyinka, Ngug̃i ̃and Achebe; military men in power; and students who defy repression. The volume suggests that intervention by international agencies claiming to promote 'democracy' and to 'empower the youth' may only reinforce authoritarian attitudes and structures. Instead, it gives voice to the outrage, ridicule, revolutionary ardour and reformist caution of those directly involved. It also exposes the shallow pretences of those in power, and conclud.

Abstract

This volume is about the failure to prevent genocide in Rwanda in 1994. In particular, the research focuses on why the early warnings of an emerging genocide were not translated into early preventative action. The warnings were well documented by the most authoritative source, the Canadian U.N. peace-keeping commander General Romeo Dallaire and sent to the leading political civil servants in New York. The communications and the decisionmaking are scrutinized, id est, who received what messages at what time, to whom the messages were forwarded and which (non-) decisions were taken in response to the alarming reports of weapon deliveries and atrocities. This book makes clear that this genocide could have been prevented. Published under the Transnational Publishers imprint.

Abstract
